The Project Overthrow missions and LSA Operations from the San Andreas Mercenaries update (June 2023) do not appear in any menu until you own the equipment that launches them. This guide summarises what Rockstar Games' official announcements say, so you can find what is missing and where to start these missions for Charlie Reed and the Los Santos Angels.
Problem
- You cannot find how to launch the Project Overthrow missions.
- LSA Operations do not show up in the Avenger or on your phone.
- Charlie Reed offers nothing when you call him.
- You think a Facility or a Hangar is mandatory to use the Avenger.
What to know before acting
- Everything goes through the Operations Terminal: Rockstar states that Project Overthrow is launched from the Operations Terminal, an interior upgrade for the Mammoth Avenger. LSA Operations are also launched from this terminal.
- The Avenger is sold by Warstock Cache & Carry: the July 2026 announcement reminds players that the Avenger is sold by Warstock and must be outfitted with the Operations Terminal to help the Los Santos Angels.
- No Facility or Hangar needed to own the Avenger: since June 2023, Rockstar states that owning a Facility (or Hangar) is no longer required to own and operate an Avenger. It can be called to your location via the Services section of the Interaction Menu.
- Content: Project Overthrow has six missions for 1 to 4 players; LSA Operations are three private, replayable contracts, with an Outfit for first-time completion and optional bonus objectives that rotate with each replay.
- In-game names: the official sources read are in English. Labels in localised versions of the game may differ.
Step 1: own a Mammoth Avenger
When to use it: you do not own an Avenger yet.
Suggested solution
- Open the Warstock Cache & Carry website from the in-game phone's internet browser.
- Buy the Mammoth Avenger. Discounts announced by Rockstar are temporary: check the price shown on the day you buy.
- Once bought, call the Avenger from the Interaction Menu, Services section.
Expected result: the Avenger appears near you and you can board it.
When to stop: if the option does not appear in the Interaction Menu, first check on Warstock that the purchase is registered on this character before looking further.
Step 2: install the Operations Terminal
When to use it: you own the Avenger, but no Project Overthrow or LSA mission is offered.
Suggested solution
- Without a Hangar: Rockstar states the Operations Terminal can be purchased when upgrading the Avenger on the Warstock Cache & Carry website.
- With a Hangar: it can also be purchased directly from Charlie in the Hangar, or via the Charlie Upgrades menu when customising the Avenger.
- Confirm the purchase, then board the Avenger to locate the terminal.
Expected result: the Operations Terminal is installed inside the Avenger.
Rollback: this is a GTA$ purchase. The announcements read do not describe any refund: check the upgrade line before confirming.
Step 3: launch Project Overthrow or an LSA Operation
When to use it: the terminal is installed.
Suggested solution
- Board the Avenger and use the Operations Terminal to launch a Project Overthrow mission or an LSA Operation.
- For LSA Operations, Rockstar gives a second method: call Charlie Reed from your phone (iFruit) once the Operations Terminal is installed.
- Project Overthrow can be played with 1 to 4 players: invite friends or session members if you want help.
Expected result: the mission launch screen is displayed.
When to stop: if the terminal opens but offers no mission, write down exactly what it shows (message, empty list) and reply to this topic with that information.
