Bunker production or research stuck in GTA Online: causes and solutions

English translation of the original French post. Code, commands, paths and error codes keep their original meaning. Replies and moderation are shared in the original discussion.

In GTA Online, the Bunker (Gunrunning update) manufactures weapons and runs Research that unlocks upgrades. If stock no longer increases or the research bar does not move, the cause is almost always related to supplies, staff assignment or your character's status. This guide follows Rockstar Games' official announcements to check each point in order.

Problem

  • Bunker stock stays at zero or no longer increases.
  • Research does not progress or progresses very slowly.
  • You cannot find how to start a supply, research or sell mission.
  • A weapon or weaponized vehicle upgrade stays locked.

What to know before acting

  • The Bunker is a property you buy: Rockstar states that it is purchased on the in-game Maze Bank Foreclosures website and is the starting point of the business.
  • A computer runs everything: each Bunker has a terminal connected to the Disruption Logistics network. Rockstar specifies that it is used to check stock levels and launch Sell Missions.
  • Production and research share the same staff: your employees work on manufacturing, research, or split their time between the two.
  • In-game names: the official sources read are in English (Supplies, Research, Staff, Sell Missions). Labels in other language versions of the game may differ.

Step 1: check your status before starting a mission

When to use it: the Bunker computer offers no mission or refuses to start one.

Suggested solution

  1. Rockstar states that Setup missions to source supplies are started as a CEO, MC President or VIP.
  2. If you have neither an Executive Office nor a Clubhouse, VIP status is enough according to the Gunrunning announcement. Since that update, it requires at least GTA$50,000 in your Maze Bank account (money in the bank, not just cash on hand).
  3. Register with the appropriate status, then go back to the Bunker computer.

Expected result: Bunker missions become available on the computer.

When to stop: if missions are still unavailable while you are a VIP, CEO or President, change session once before going further.

Step 2: put supplies back into the Bunker

When to use it: stock no longer increases although the Bunker was working.

Suggested solution

  1. Open the Bunker computer and look at the supplies level.
  2. If it is empty, start a supply mission. The Criminal Enterprises announcement (2022) added new Resupply missions.
  3. Once supplies are delivered, give the staff time to produce: Rockstar states that stock grows over time, faster with Staff upgrades.

Expected result: the stock gauge gradually rises after delivery.

Step 3: split staff between production and research

When to use it: production progresses but research does not, or the other way round.

Suggested solution

  1. On the Bunker computer, check what your staff are assigned to.
  2. Choose according to your goal: manufacturing to sell, research to unlock upgrades, or a split between the two.
  3. Keep in mind that staff assigned only to manufacturing do not advance research, and vice versa.

Expected result: the gauge matching the chosen assignment progresses.

Rollback: the assignment can be changed again from the same computer if you want to go back to production.

Step 4: speed up research with Agent 14

When to use it: research progresses, but too slowly for you.

Suggested solution

  1. Call Agent 14 from the in-game phone. Rockstar states that he lets you request Bunker Research Missions.
  2. Complete the mission: it involves acquiring information or materials, then bringing them back to the Bunker staff.
  3. Completing the mission advances research.

Expected result: the research bar jumps forward after the mission.

Step 5: apply an unlocked upgrade

When to use it: research is complete, but you cannot see the upgrade.

Suggested solution

  1. Rockstar states that weaponized vehicle mods are unlocked by your Research Staff.
  2. They are applied in the Vehicle Workshop of the Mobile Operations Center, a heavy truck sold by Warstock Cache & Carry and stored in the Bunker.
  3. MK II weapon upgrades are done in the Weapon Workshop of the same Mobile Operations Center, according to the Gunrunning announcement.
  4. The Mobile Operations Center has three modular bays: if the workshop does not appear, check that it has actually been installed in one of these bays.

Expected result: the researched upgrade appears in the relevant workshop.
