An issue acknowledged by Activision
This behaviour is on the official list of known issues for Modern Warfare 4 (updated 10/23/2026), under the heading "I don't have a button to launch the game from COD Home – XBOX on PC". Activision states that an issue preventing some Xbox on PC players from launching the game is under investigation and offers two tips:
- check your Microsoft Store device management to make sure you have not exceeded the 10 device limit;
- install the Modern Warfare 4 Content Packs you do not have installed yet.

Not to be confused with: if the game starts but shows an error about TPM 2.0 or Secure Boot, that is a different problem. Modern Warfare 4 requires TPM 2.0 and Secure Boot on PC, see Activision's article Trusted Platform Module and Secure Boot and our guide TPM 2.0 and Secure Boot required by Modern Warfare 4.
Step 1: check the Microsoft Store 10 device limit
Hypothesis: your Microsoft account is already associated with 10 devices for Microsoft Store downloads. Microsoft states that Store apps and content can only be downloaded on 10 devices attached to the account, and that if a download fails, you may have reached the limit.
Check and action:
- Sign in with the Microsoft account used on the PC (the one in the Xbox app) at account.microsoft.com/devices/content.
- Count the devices listed. If you are at 10, find a device you no longer use.
- Select Unlink on that device, review the details, then confirm with Unlink.
- Close the Xbox app, launch it again, then open Modern Warfare 4 again.
Warning: do not unlink the PC you want to play on, or a console or device you still use. An unlinked device counts toward the limit again if it downloads Store content again. Source: Manage devices used with your Microsoft account.
Expected result: if the limit was reached, the launch button should be able to appear once a slot is freed. If you were well under 10 devices, this tip does not apply to you: go to step 2.
Step 2: install the missing Content Packs
Modern Warfare 4 is split into Content Packs, and Activision suggests installing the ones that are not installed yet.
Check in the Xbox app: according to Activision's installation page, the game is installed via My Library > Call of Duty: Modern Warfare 4 > Install. If the game does not appear in your library, uncheck the Installed filter in the play state filter. Open the game page and check whether Modern Warfare 4 content is offered for installation.
Check from Call of Duty: if the Call of Duty interface opens, Activision documents a built-in content manager: Menu > Manage Files > Manage Files, then choose a tile to Install the missing content. Source: Managing Content in Call of Duty Games.
Expected result: once the Modern Warfare 4 packs are installed, the launch button should be able to appear in COD Home. Let each download finish completely before relaunching.
When to stop and what to do next
Activision's two tips are only tips: the cause of the issue is still under investigation. If neither works:
- do not keep doing full reinstalls: the game is large and the issue is identified on the publisher's side. A reinstall using Microsoft's procedure (Uninstall or reinstall a game on PC) should only be a last resort;
- check the known issues list regularly, as Activision updates it as fixes arrive;
- report your case through the Modern Warfare 4 bug report form. Activision states that a helpful bug report includes what happened, where and when, and steps to reproduce it. Mention "Xbox on PC", the number of devices on your Microsoft account and the packs installed;
- if the game eventually launches but crashes on PC, use the Call of Duty PC Crash Report instead.
