In GTA Online, many activities (Special Cargo, Vehicle Warehouse, some Bunker missions) require you to be registered as a CEO or VIP. If the option is greyed out or the SecuroServ network offers nothing, the problem often comes from confusing VIP and CEO, a missing office or money not being in the right account. This guide follows Rockstar Games' official announcements.
Problem
- The option to become a CEO does not appear or stays greyed out.
- You can become a VIP, but not a CEO.
- The SecuroServ network does not offer Special Cargo or Vehicle Cargo.
- An activity asks you to be a CEO when you think you already are.
What to know before acting
- VIP and CEO are not the same thing: Rockstar states that a CEO has all the abilities of a VIP, plus access to SecuroServ's Special Cargo Network.
- A CEO needs an office: the Further Adventures in Finance and Felony announcement specifies that you need an executive office, sold by Dynasty 8 Executive Realty.
- The SecuroServ menu is in the player Interaction Menu.
- In-game names: the official sources read are in English (CEO, Executive Office, Special Cargo). Labels in other language versions of the game may differ.
Step 1: check whether you can at least become a VIP
When to use it: no organization option appears in the SecuroServ menu.
Suggested solution
- Open the Interaction Menu, then the SecuroServ section.
- Check the balance of your Maze Bank account. Since the Gunrunning update (2017), Rockstar states that VIP status requires at least GTA$50,000 in that account.
- If your money is cash on your character, deposit it in the bank first.
Expected result: the option to become a VIP is available in the SecuroServ menu.
When to stop: if the balance is sufficient and the option stays greyed out, go to step 2: you may already be part of an organization.
Step 2: leave another player's organization
When to use it: you accepted an invitation and are working as another player's Bodyguard or Associate.
Suggested solution
- Rockstar states that a VIP can hire up to three Bodyguards, through invitations from the SecuroServ phone app.
- If you are still attached to another player's organization, that player leads it: the option to create your own may not be offered while you are part of it.
- Leave that organization (via the Interaction Menu), then check the VIP or CEO option again.
Expected result: you are no longer attached to another player's organization and the option appears.
When to stop: if the option does not come back after leaving the organization, change session once, then go to step 3.
Step 3: buy an executive office to become a CEO
When to use it: you can become a VIP, but not a CEO.
Suggested solution
- Open the Dynasty 8 Executive Realty website in the game.
- Buy an executive office. The announcements mention, for example, Maze Bank West, Arcadius Business Center, Lombank West and Maze Bank Tower.
- Rockstar states that owning an Office lets you become a CEO at any time.
Expected result: the CEO option appears in the SecuroServ menu.
When to stop: if an offer promised you a free office, check its end date. For example, the Lombank West office was free for one week only (announcement of November 14, 2025).
Step 4: use the SecuroServ network from the office
When to use it: you are a CEO, but cannot find Special Cargo or vehicles.
Suggested solution
- Go to your executive office.
- Rockstar states that the SecuroServ network opens on the computer inside your Executive Office.
- For Special Cargo, you first need to invest in Warehouses via this network, then launch Buy and Sell missions.
- For Vehicle Cargo, you need a Vehicle Warehouse. Rockstar specifies that you must be a CEO with an Executive Office, then use your Office laptop and select Vehicle Cargo.
Expected result: Buy, Sell or vehicle missions are offered on the computer.

Final check
- ☐ Your money is in the Maze Bank account, not just in cash.
- ☐ You are not a member of another player's organization.
- ☐ You own an executive office (Dynasty 8 Executive Realty).
- ☐ The SecuroServ network opens on the office computer.
